AGREEMENT TO TERMS

These Terms and Conditions constitute a legally binding agreement made between you, whether personally or on behalf of an entity (“you”), and PROPERTYSPA (Owners of CYLA APP) concerning your access to and use of our website and mobile application.
By accessing or using our services, which include VTU, bills payment, Airtime, data, electricity, betting, and cable purchase, you agree that you have read, understood, and agree to be bound by all of these Terms and Conditions. If you do not agree with all of these Terms and Conditions, then you are expressly prohibited from using the site or services and must discontinue use immediately.

Supplemental terms and conditions or documents that may be posted on the platform from time to time are hereby expressly incorporated herein by reference. We reserve the right, in our sole discretion, to make changes or modifications to these Terms and Conditions at any time and for any reason. We will alert you about any changes by updating the “Last updated” date of these Terms and Conditions, and you waive any right to receive specific notice of each such change.

It is your responsibility to periodically review these Terms and Conditions to stay informed of updates. You will be subject to, and deemed to have accepted, the changes in any revised Terms and Conditions by your continued use of the platform after such changes are posted.


SECTION ONE

Our most important terms and conditions which we believe will affect day-to-day activities include but are not limited to:

1. BILL PAYMENTS AND CHARGEBACKS:

Some bill payment products, including airtime top-up, data bundles, or cable subscription services, may be subject to third-party reversal, cancellation, or CHARGEBACK after a transaction has been completed. This may occur in rare situations due to issues with telecom operators, content providers, or user-side reversals.

If a user initiates a bill payment (e.g., electricity, cable, or airtime) and Cyla processes the transaction and reflects the payment as completed, but the third-party service later reverses or retracts the service, Cyla will not be liable for any associated loss. The amount paid will be deducted from the user’s wallet balance or future transactions, if necessary.

It is your responsibility to ensure that all phone numbers, smart card numbers, meter numbers, or account IDs used in any transaction are accurate and valid. Cyla shall not be held liable for service failures resulting from incorrect details provided by the user.

2. VENDOR DISCLAIMER:

Using VTU and bill payment services via Cyla involves handling digital transactions and sensitive user information, and although we maintain robust security systems, risks still exist.

Clients’ accounts may be compromised through phishing, hacking, or social engineering, resulting in unauthorized withdrawals. You are solely responsible for the security of your account and credentials. Cyla will not compensate users for losses incurred due to compromised accounts.

You should not engage in any financial transactions through the app unless you fully understand the nature of the services you are using and the risks involved. PROPERTYSPA (Owners of CYLA APP) is a legitimate provider of digital utility services and assumes that all activities conducted on the platform are lawful.

Cyla does not have the means to verify the legal origin of every airtime, data, or utility bill payment request. Therefore, Cyla will not be held accountable for facilitating services tied to fraudulently acquired or illegitimate accounts. However, in the event that a user is accused of carrying out fraudulent activities through our platform, Cyla reserves the right to cooperate fully with law enforcement and share user data to assist investigations.
